I'm Shouty and I'm the art lead of Project Pop Up. I also implement the graphics. I was approached by TNoodles who was impassioned about making a version of Paper Mario for N64 similar to the other Render96 projects.
All of the Render96 projects appeal to me greatly, and I am honored that Project Pop Up can be developed alongside them. Super Mario All-Stars Redrawn also helps fuel my inspiration for Project Pop Up, progress of which can be tracked in a thread on Romhacking.net.
I hope that Project Pop Up can be ported to a proper PC port of Paper Mario instead of using an HD texture pack on an emulator.
